Category 2, Accomplishing Other Distinctive Objectives

Need more clarification what is category 2. Are students included in category 2 or not? A note elsewhere on this site states that, "Category 2 has been reworded to make clear that it refers to the description of key processes and their results other than instructional programs that serve the needs of an organization’s external constituents." However the Organization Overview question O2 which is supposed to set the context for category 2 asks, "What key organizational services, other than instructional programs, do you provide for your students and other external stakeholders? What programs do you operate to achieve them?"
Please help.
